The project was awarded to EMACO through public bidding for being the most cost-effective, based on the project study and construction techniques. The purpose of this building is to host officers at the naval educational center. The area is 8,200 m², conceived as two wings connected by a large glass core area, for hallways and accesses. Both wings have en-suite bedrooms on the ground floor and on the first three above-ground levels. On the 4th above-ground level, there are two-level units, with one of the rooms to be used as a study. The upper part of the core area features a meeting and entertainment area, close to the kitchen and the laundry room, which serves all the units.
